Mr. Reese is an accomplished attorney specializing in eminent domain and property rights and focuses his practice exclusively on the representation of private owners. He has been practicing law since 2014 and is a partner and shareholder with Moore Bowman & Reese, a law firm known for its expertise in property litigation, with offices in Tampa, St. Petersburg, and Sarasota.

Mr. Reese defends land and business-owners in eminent domain/condemnation actions, to ensure that a government taking of private property, and the compensation required, meet constitutional and statutory standards. He also routinely prosecutes “inverse condemnation” claims alleging a physical or regulatory taking by government, and “Bert Harris” claims under Ch. 70, Florida Statutes, for owners adversely impacted by government land-use regulations.

Mr. Reese also regularly advises clients seeking land-use and other development approvals on the constitutional standards for land dedications, impact fees, and other property exactions routinely demanded by government, and litigates land-use, zoning, and permitting disputes where an owner’s project has been denied or constrained by local government.

Mr. Reese began his career as an associate at Moore Bowman & Reese and was elevated to partner in 2019. An experienced litigator and appellate attorney, Mr. Reese has represented clients in over a dozen circuit courts across Florida, and in nearly all of its appellate courts, including the Florida Supreme Court. He has also handled cases in Florida’s federal district court and the Eleventh Circuit Court of Appeals. He has represented clients from pre-suit negotiation through appeal and has several reported decisions.

Before joining the Firm, Mr. Reese was an intern for the Honorable Judge Elizabeth A. Kovachevich in the Middle District of Florida, Tampa Division. This experience provided invaluable insight into the trial court process and helped him hone his skills in legal research and writing.

Mr. Reese's academic background is distinguished by his completion of the Honors Program at Stetson University College of Law, in St. Petersburg, Florida, where he earned his Juris Doctor and was a member of the Stetson Law Review. He also earned a Master's Degree in Legal Studies from the University of Illinois in 2010, and Bachelor's Degrees in Criminal Justice and Legal Studies from the University of Illinois in 2008.

In addition to his legal practice, Mr. Reese is actively involved in several industry organizations. He serves as Co-Chair of the Environmental, Land-Use, and Eminent Domain Section of the Hillsborough County Bar Association in Tampa, Florida, and Vice Chair of the Florida Bar Association’s Eminent Domain Committee. He is also a member of the Thirteenth Judicial Circuit Pro Bono Committee in Hillsborough County, Florida, and a graduate of the Hillsborough County Bar Association Bar Leadership Institute Class of 2019.

Mr. Reese's contributions to the legal field extend beyond his law practice. He is frequently asked to present at annual bar association events and conferences, and has authored several articles in the Hillsborough County LAWYER Magazine. He is also a co-author of the ‘Inverse Condemnation’ chapter in the Florida Eminent Domain Practice and Procedure treatise. Both he and his Firm have received recognition from Best Lawyers and SuperLawyers.com, and Mr. Reese has been featured in Tampa STYLE magazine’s lawyer edition.

Outside of his professional life, Mr. Reese enjoys traveling, golf, skiing and diving. He attributes his success to an organized and disciplined upbringing—which has enabled him to manage a large portfolio of clients efficiently—and a desire to excel at whatever endeavor is before him.

Looking ahead, Mr. Reese is excited about the opportunity to lead Moore Bowman & Reese into the next decades, expanding the practice while still honoring the legacy of his partners. He aims to expand his appellate practice and maintain recognition as an authority in his niche field. His career goal is to take a case to the United States Supreme Court.
